Former Finance Minister Dr Mohammed Amin Adam has challenged President John Dramani Mahama’s concerns over Ghana’s debt service obligations, urging him to mobilise funds as every government has done in the past to meet these commitments.
Presenting what they call the “True State of the Nation Address” on Monday, March 3, Dr Amin Adam dismissed the President’s warning about the country’s projected debt servicing obligations, arguing that debt management is a routine responsibility of any administration.
President Mahama recently raised alarm over Ghana’s debt servicing obligations for the next four years, estimating that the government would need GH₵280 billion—comprising GH1₵50 billion for domestic debt and GH₵130 billion for external debt.
According to Dr Amin Adam, however, such obligations are not unusual and should not be used to instill fear in the public.
“The President tried to scare the Ghanaian people about the country’s debt service obligations for the next four years. Government at every time, provides for debt servicing obligations, and the President is aware of this. We expect him to mobilise the funds as every government in Ghana has done to service our debts,” he stated.
According to him, the New Patriotic Party (NPP) also did the same when the National Democratic Congress left power with debts in 2017.”
He further highlighted that the NPP administration’s debt management strategies had led to a significant reduction in Ghana’s debt levels and debt servicing burdens. “Through negotiations, Ghana successfully rescheduled its $5.4 billion debt owed to official bilateral creditors until after 2026.”
“The Agreement we reached with the Official Creditors Committee for Ghana entails a rescheduling of all debt service (principal & interest) falling due between December 20, 2023, and December 31, 2026. As a result, no debt service under bilateral debt will be paid until after 2026, including the debt we didn’t pay in 2023 since we declared the debt standstill.”
Dr Amin Adam further outlined the terms of the rescheduling, noting that the deferred amounts would be repaid in two installments—16 and 17 years after their original due dates—with interest rates ranging between 1% and 3%.
He stressed that this agreement applies to all official bilateral creditors and ECA-backed facilities signed and disbursed before the end of 2022.
“This provides breathing space for the current government,” he emphasised, adding that the debt service relief from these negotiations amounts to $2.8 billion.This is money that the government of Ghana would have paid but which now stands as savings to the country,” he added.
Dr Amin Adam urged President Mahama to focus on effective economic management rather than stirring fear about debt obligations that governments must automatically address.

The campaign team of New Patriotic Party (NPP) national chairman hopeful Boakye Kyeremateng Agyarko has dismissed claims of a rift between him and the party’s flagbearer, Dr Mahamudu Bawumia.
In a press statement issued in Accra on August 30, the campaign also rejected what it described as attempts by some individuals to claim collective achievements of the NPP as personal accomplishments ahead of the party’s national executive elections on October 3.
According to the statement signed by the campaign spokesperson, Vincent Frimpong Manu, Mr Agyarko has instructed his campaign team not to attack any of his fellow contestants.
It said Mr Agyarko believes every candidate in the race has contributed to the growth of the NPP and would be needed after the election.
The campaign highlighted Mr Agyarko’s record of service to the party, describing him as a founding member of the NPP who has served in several capacities since 1992.
It said he chaired the Danquah-Busia Club of North America and later served as the party’s North America Coordinator.
According to the statement, he was also the National Campaign Manager for the NPP during the 2012 general election and later served as a Policy Adviser to the party’s presidential candidate in the 2016 elections.
The campaign said Mr Agyarko also worked for more than two decades at the Bank of New York before serving as Minister for Energy.
On claims of a misunderstanding between Mr Agyarko and Dr Bawumia, the campaign stressed that the aspiring national chairman fully supports the NPP flagbearer.
“Dr Bawumia has his full support,” the statement noted, adding that Mr Agyarko has maintained that he would not interfere with the work of the flagbearer.
It explained that while the flagbearer leads the party’s campaign and communicates its political message, the national chairman is responsible for building and managing the party machinery needed to win elections.
The campaign further stated that Mr Agyarko was not seeking the national chairman position as a stepping stone for a future presidential ambition.
It said his independence would enable him to serve as a fair leader, unite the various groups within the party and help reconcile supporters of candidates who contested the party’s presidential primary.
The campaign said Mr Agyarko would soon release a separate statement outlining his plans for rebuilding the NPP if elected national chairman.
It added that delegates would ultimately decide on October 3 based on the facts and the records of the candidates.

The National Service Authority (NSA) has reopened its portal for defaulters and private candidates to apply for PIN codes for the 2026/2027 national service year.
In a statement issued on August 31, the Authority announced that the portal will remain open from Monday, August 31, 2026, to Friday, September 4, 2026.
The NSA explained that eligible applicants include Ghanaian nationals who completed their studies abroad, private candidates, defaulters and applicants facing challenges with their registration.
It urged eligible applicants who have not completed the registration process to use the extended period to apply for their PIN codes and submit all required documents at designated NSA offices before the deadline.
The Authority advised applicants to ensure that all registration requirements and supporting documents are completed and submitted by Friday, September 4, 2026.
The NSA reminded the public that under the National Service Authority Act, 2024 (Act 1119), every Ghanaian citizen who has completed an accredited tertiary institution is required to undertake national service.
Management described the extension as the final opportunity for defaulters and private candidates to regularise their status and obtain their PIN codes.
It stressed that Friday, September 4, 2026, is the final deadline for applications for PIN codes under the extension.
